Note:

For visitors

If you are a Singaporean passport holder going to the UK for less then 6 months, you do not need to apply for a visit visa or student-visit visa unless you have had any previous immigration problems. However you will still need to satisfy the Immigration Officer upon arrival in the UK that you are a genuine visitor. The requirements to be met are exactly the same for non-visa nationals as they are for visa nationals.

 Other visa applications

Someone seeking admission for a purpose other than a visit must apply to the UK visa issuing office in the country where they are living, or where appropriate, to a Post/Partner designated to accept applications on its behalf. A list of designated Posts/Partners is at Annex 1.4.

If you are a third country national with a long term Singaporean visa, then you can make your application in Singapore. However, there may be some delay in processing your application if the British High Commission needs to refer any of your documents to your country of origin/ habitual residence.
